Planning and Network Advisory Committee (PNAC)

Accepting Nominations

The North Texas Behavioral Health Authority (NTBHA) is accepting nominations for charter membership into its Planning and Network Advisory Committee (PNAC). It will be comprised of at least 9 members of which 50% or more must be consumers or their family members. Community stakeholders from law enforcement, criminal justice, schools, advocacy agencies, healthcare, housing agencies, faith-based organizations, local government and any other interested persons are also encouraged to apply.

PNAC members must be 18 years of age or older and reside in our service delivery area which includes Dallas, Ellis, Hunt, Kaufman, Navarro and Rockwall Counties. Members must commit to complete any required training and to attend regularly scheduled meetings. Current NTBHA employees are not eligible for membership.

The NTBHA Board of Directors will appoint PNAC members who must remain objective, avoiding any appearance of conflicts of interest in performing their responsibilities. Charter members of PNAC will choose the date and time of the meetings and develop bylaws to address staggered terms, officer elections, subcommittee appointments and many other decisions.

PNAC will have access to NTBHA’s final annual budget for each service program area as and to the required performance targets and outcomes. NTBHA will ensure that PNAC members receive initial and ongoing training. Specifically, they will be given information related to 25 TAC Chapter 412, Subchapter P (Provider Network Development).

PNAC will be involved in the development of the Consolidated Local Service Plan and the Provider Network Development Plan. NTBHA is especially interested in understanding the concerns and needs of our consumers regarding services we fund. Therefore, PNAC will consider any identified gaps or barriers and provide suggestions to the NTBHA Board of Directors regarding how to best utilize available funds to address such concerns effectively and efficiently while enhancing quality.

PNAC and any of its subcommittee meetings will adhere to Robert’s Rules of Order. General meetings will be open to the public and include an opportunity for public commentary. Participation in agenda items is the responsibility of the appointed PNAC members. However, at his or her discretion, the PNAC Chair may recognize comments from the audience. A NTBHA staff liaison will assist PNAC leadership in securing meeting space, compiling an agenda, providing information and recording the minutes of the meetings but will not be a voting member of PNAC.

The PNAC Chair or his/her delegate will give regular reports to the NTBHA Board of Directors who meet on the second Wednesday each month at 12:00 noon at the NTBHA office located at: 9441 LBJ Fwy, Ste 350, Dallas, TX 75243.
