Thank you for your interest in working with the North Texas Behavioral Health Authority (NTBHA).
As required by agreement with the Texas Health and Human Services Commission (HHSC), NTBHA must provide, directly or by contract, the services of licensed, highly qualified, and competent providers and personnel to ensure the provision of necessary behavioral health treatment services, to all eligible NTBHA consumers residing people in our catchment area. Pursuant to Chapter 412 Texas Administrative Code, the Local Authority is authorized to acquire community services for individuals by certain procurement methods published as Requests for Proposals (RFPs) and/or Requests for Applications (RFAs).

Evaluation and Award
It is the policy of NTBHA to contract with providers that have the ability to perform services that consistently meet NTBHA’s requirements, per Texas Health and Human Services Commission State Contracts. The NTBHA Procurement Committee will score and recommend the eligible, responsible, and responsive bid that provides the best value to NTBHA. Best value shall be determined in accordance with the factors included in the Texas Administrative Code 412.55(b).

Procurements Thresholds

- Purchases costing $5,000 to $10,000 require at least three (3) informal bids.
- Purchases costing $10,000 to $25,000 require at least three (3) formal bids.
- Purchases costing in excess of $25,000 require a competitive solicitation.
Submission of Bids
- Bids and proposals must be received by NTBHA no later than the published due date and time, otherwise they will be considered non-responsive and will not be accepted. Responsive bids and proposals will be submitted by one of the following methods, as published in the RFP or RFA:
- Certified- or Express-mailed applications.
- Applications delivered by hand during normal business hours.
