NTBHA serves children and adults from age 3 and throughout the lifespan who are seeking assistance with mental health and/or substance use treatment.
NTBHA is committed to providing quality mental and behavioral health services for individuals regardless of their ability to pay, place of residence, and/or their experience of homelessness. NTBHA will waive or reduce fees for those experiencing financial hardship, according to the equitable use of the sliding fee discount schedule provided by the Texas Department of Human Services Commission.
NTBHA is a Certified Community Behavioral Health Clinic (CCBHC) with partner organizations Child and Family Guidance Center, Homeward Bound, and Southern Area Behavioral Healthcare. This ensures that there is “no wrong door” approach to providing accessible, high-quality, recovery-oriented services.
You and your family have your choice of providers NTBHA’s large network of clinics in Dallas, Ellis, Hunt, Kaufman, Navarro, and Rockwall Counties, and we are eager to serve you!
NTBHA’s network offers a choice of 32 providers at 41 locations in NTBHA’s 6 counties.
Who We Are
Local Behavioral Health Authority (LBHA)
As the Local Behavioral Health Authority (LBHA), NTBHA is designated and contracted by the Texas Health and Human Services Commission (HHSC) and County Commissioners Courts of the counties we serve.
Our purpose is to provide a timely, effective and clinically appropriate continuum of mental health and substance use disorder services based on the individual’s needs.

Certified Community Behavioral Health Clinic
NTBHA is a Certified Community Behavioral Health Clinic (CCBHC) is defined by the National Council for Mental Wellbeing as “…a specially-designated clinic that provides a comprehensive range of mental health and substance use services. CCBHCs serve anyone who walks through the door, regardless of their diagnosis and insurance status.”

How NTBHA is Governed
Board of Directors
NTBHA’s Board of Directors is appointed by the County Commissioners Courts of the counties we serve. The number of Board members is based on county population.
NTBHA Board Meetings are held on the second Wednesday of each month with the exception of March, July, and December.

Maternal Mental Health and Postpartum Depression
Many thanks to Dr. Abhisek Khandai, MD, FAPA of UT Southwestern Medical Center, for his presentation to NTBHA’s Adult Clinical Operations Team (ACOT) on maternal mental health during pregnancy, the ‘Baby Blues’, and postpartum depression. Winter Storm Rescue Story from our NTBHA Teams in Ellis and Navarro Counties
As the winter storm descended, the Waxahachie Police Department transported a person who was homeless to the Ellis Living Room, where NTBHA staff did a screening and assessment to find ways to assist. Within an hour, the person was accepted by the Corsicana Respite House in Navarro County and was driven there by NTBHA’s intrepid Janet Buchanan. The person hadn’t eaten much that day, had no coat, and was only wearing flip-flops in very cold temperatures. Upon arriving at the Corsicana Respite House, the person received a warm greeting at the car, a warm meal, warm clothing and a warm bed. In addition, NTBHA’s OSAR Team (Outreach, Screening, Assessment & Referral) had a counselor available to respond to calls from the warming shelters in the NTBHA region, and provided services over the phone or by telehealth. A message from the Dallas Fair Park Inclement Weather Shelter
My name is Derrell Harris. I am a Community Health Worker with the North Texas Behavioral Health Authority. Whenever I see the temperature starting to drop, I get excited because I know I’ll once again have the opportunity to spend quality time with our unhoused neighbors. I get to see many of them in my regular role, but this experience is always extra special because it allows for extended time to really get to know people. I believe hosting the Inclement Weather Shelter (IWS) in one location to be a good decision. There are more people being served, and everything is being managed extremely well. I always help serve dinner and breakfast, which I enjoy very much. But more than anything, I enjoy sitting down and coloring with them. Coloring uses a part of the brain that isn’t defensive, which makes it easier to have meaningful conversations while people feel relaxed and comfortable. I truly believe that the City of Dallas, and the other organizations that host the IWS have done an exceptional job. ❤️
